The Director of Service Centre Delivery (SCD) is responsible for providing local government, municipal, and essential services to each of the 13 MRC communities. This includes overseeing housing services, managing contracts, and leading various projects within these communities. The role is further supported by Area Managers who provide guidance to Council Services Coordinators and their teams in each community.

SCD employs close to 160 people across several programs, and funding is sourced from various channels, including untied funds from NTG Operational Funds and Federal Assistance Grants, as well as commercial contracts with Australia Post, the National Disability Insurance Scheme (NDIS), Power and Water, and Services Australia. Additionally, revenue is generated through Rates and Charges.

SCD is the core business of the Council and is responsible for delivering essential services that each community relies on. The Director also oversees the newly established Project Management Office, ensuring the successful planning, coordination, and execution of housing and infrastructure projects, alongside the management of key contracts and service agreements.
